我是这么理解每个选项关于the same as 用法的：
A. the same X as Y --- X=to run nuclear plants\ Y=other types of power plants 即动词to run 和名词plants 进行比较不平行
B.  X is the same as Y --- X= the cost of running nuclear plants\ Y=(the cost) for other types of power plants 即两种工厂cost比较  correct
C. the same X as Y --- X=to run nuclear plants\ Y= (the cost) for other types of power plants 即动词to run 和名词 cost 进行比较不平行
D. (同C选项) the same X as Y --- X=to run nuclear plants\ Y= (the cost) for other types of power plants 即动词to run 和名词 cost 进行比较不平行
E.  X is the same as Y --- X= the cost of running nuclear plants\ Y=other types of power plants 即 cost 和 plants比较  不平行

A的形式主语还原后应该是 to run nuclear plants as other types of power plants costs the same  因此没有the same as 的问题。
