答案选D。 CD上面很多人问的是confidence by households的问题。
                 我想问的是对于D选项中， they could safely 是不是造成run-on sentence错误啊。
              我觉得D可能造成这样的误解： Many**是一个句子， they could safely是一个句子。 正确的作法应该是在they could safely前面加上 and that使得它作为从句修饰a sign并且平行于 that households were confident.

我觉得这个 and that 不能省略  求 解释。。。。。

LZ，不能加and that. confident 后省略that. 这句话应该是as a sign that households were confident that they could safely handle new debt. 意思是他们对安全持有新债券有信心。如果你加and that 不仅形式上前面要有逗号，而且意思全被改变了。
