先说说with吧 我觉得你对with的理解不够啊 可以看看组里几个关于with的总结
with如果做独立主格结构时，需要与主句主语make sense 所以第一题的主语 DUTCH ECONOMY 是不会with the 失业率的 故错
第二题的charge of 。。。是主语呀 所以自然就是with的修饰对象了
至于第一题的the unemployment rate 本来就不是代词怎么会出现无所指的情况？ 你可能是说没说是谁的失业率吧
其实这里应该是省略了of DUTCH 因为根据context  很明显应该是比较DUTCH的经济，失业率和另外三个的经济失业率，前后结构很对称呢

那关于with+N+定语从句就近修饰有没这条规则？我也是之前发个贴，那个人告诉我的。
