if 有是否的意思，但是if从句在句中不能做宾语，whether can。

if有两个意思:

1.表如果,2.表示是否

在GMAT里表示是否只能用whether.

另外whether or not是口语表达,在GMAT里一定错.

此题看第一个单词就能判断了

consider +as/to be都是错

只能consider A B

另外，if只能表示条件状语，做如果

表示是否的意思时只能用whether，不能用if
