Sorry, I don't know these school information except Boston. But I don't suggest you apply central-USA school. It is more difficult to find a job than east-coast city.
I always believe that rank and reputation is much MORE important than location. If you graduate from TOP MAcc programs, you can find a job anywhere you want. But if you are from infamous schools, you will be confined in the local area. That's why people want to go to Harvard, wharton!!!
Regarding the TOEFL, if you receive a degree from universities in English-speaking countries, such as US, UK, and Australia, most US universities waive the TOEFL for you. However, there are some exceptions, you'd better check each school's website for the info.
