In my understanding, the chinese means is that "从1986年税制改革之后，纳税人还从来没有一下碰到过这么多的变化。" By this chinese explanation, we can see that the action, "Never before had taxpayers confronted " took place after Tax Reform Act of 1986, right?

My question is whether the past perfect tense, in "Never before had taxpayers confronted ", is acceptable?
