| 77) The following recommendation appeared in a memo from the mayor of the town of Hopewell. 
 Two years ago, the nearby town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. Therefore, the best way to improve Hopewell
 's economy—and generate additional tax revenues—is to build a golf course and resort hotel similar to those in Ocean View.
 Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on these assumptions and what the implications are for the argument if the assumptions prove unwarranted.
 
 
 
 
 
 In this recommendation, the mayor claims that in order to improve Hopewell's economy, they should build a golf course and resort hotels.Though these things have a great effort in a nearby town, the circumstance could be different in Hopewell
 .The author based the conclusion on a number of assumptions which is unbelievable.
 
 
 By giving an example of a nearby town two years ago, the mayor assumes that all the conditions are never changed and doing the same thing could get the same efforts.However, this is less likely to be true.As the time is changing, we are less likely to see that a thing happened two years ago in another town is going to bring the same thing to Hopewell.Perhaps since Ocean View has already built golf course and resort hotel and attracted a lot of customers, this town is already know for the tourists.Doing the same thing in Hopewell
 is less likely to catch a lot of customs, or at least, not as much as those caught by Ocean View in those two years.Since doing the same thing is less likely to get the same result, the conclusion assumed by the mayor is less convincing.
 
 
 Besides, by claim that the town of Hopewell should copy what Ocean View has done, the mayor is assuming that Hopewell
 is able to do the same thing.However, Hopewell may not be able to do this.Building a golf course and resort hotel could be costly, perhaps the government of Hopewell has a tight budget and never have extra money to do these things.Besides, building golf course and resort hotel need large area of land.To attract tourisms, it has to be build either near the down town or a place has a wonderful transpiration.No information tells us whether Hopewell has such an area.What is more, is Hopewell really a place suitable for tourism?It is possible that Hopewell is a city famous for is industry, which has much pollution and it is never a wonderful choice for spending a vacation.The mayor had better put specific conditions of Hopewell into his or her consideration.
 
 
 Even though Hopewell is able to do all the things that Ocean View has done, copy the behavior of a neighbor town may less likely to be a smart choice.The mayor just assumed that do according others is the best choice.However, it is known to all that emulate is better than mimic, innovation is preferable than banal.In order to improve the economy of Hopewell
 , the mayor has a number of choices other than copy what Ocean View has done.For example, developing financial industry could be a wonderful choice.If Hopewell could provide a better investment atmosphere, more companies is likely to come to this town and hens make contributions to the development of economy.Hopewell should put an effort on what its good at.
 
 
 To sum up, the mayor's view about the relation between copying the behavior of a nearby town and improving its own economy is less convincing.The mayor should consider a number of issues before making a dicision.
