D.women have been in...in every election.（在选举中有妇女存在）

关于这个问题还有一种解释在于in的意思的变化，第一句中IN表方式，而在第二句中IN 表地点，D改变了原文的意思。

也就是ETS所解释的，去掉了原文中的因果结构。

既然这么说的话,D中的主语也应该是number,和A一样的啊!

a  number  of B中心词是B

因为 a number of B不是 A of B结构，a number of 作为一个形容词词组来修饰B，是一个adj.+ n的结构，而不是A OF B n of n ,OF B作为一个介词词组来修饰 A的A OF B结构。
