with 独立主格是不是也可以修饰the short flights of the shuttle and earlier spacecraft 不然他怎么会说修饰歧义。

source:https://www.manhattanprep.com/gmat/forums/sc-unlike-the-short-flights-of-the-shuttle-and-t8034-45.html
I read a comment in other forums which said-
Other than redundancy, B is also wrong because the position of " with sufficient enough power in fuel cells and batteries for their short flights" leads to ambiguity.
Because "with xxxx" then could be modifying either the shuttle and earlier spacecraft or a permanently orbiting space station
Is that ambiguity a solid ground to eliminate this choice?
Ron的回答:^^ no, the meaning of that modifier is obvious enough.
