In the answer explaination, it says that choices C, D and E produce the ungrammatical construction requires of ... employers to pay, in which of makes the phrase incorrect.  (the best answer is A)

第二题里的require of的用法与第一题里讲的错误用法不是一回事。
require of sb to do sth是错误的。
而第二题里是：sth required of sb to do
required of sb是作定语修饰sth 的。
第二题里的because of后跟的是一个名词短语，而不是主谓结构。

正确结构应该是: jobs of comparable skill that are held by men.
