1.该题的答案选C，可是我选的是E。我的理由that修饰bans后面是解释ban的:landfills cannot accept leaves....这样的ban。我觉得这样的逻辑意思很说得通啊，请问到底是怎么回事啊？？？？

2.有人说ban.....that ...cannot是意思重复，那难道ban prohibiting就不重复么？没有人回答这一点。有谁能告诉我吗？

在修饰法律法规时现在分词优于定语从句，所以这里用 prohibiting不用that从句
