主语可以是 that引导的这整句话么 这件事 can hardly be said to be at fault 语法上好像也对

fault应该指educators，词句表达不够precise本人表示认同
但语法上好像是可以说通。。

还望指教

可是如果这样改的话，再将这个句子改回从句做主语的句子时又变得有点奇怪，That educators have not anticipated the impact of microcomputer technology can hardly be said is their fault. 后面还是得改成一个从句 be said that it is their fault，这样的话又变成a选项了，我觉得还是因为这个谁的fault表达的不对所以才错误

这题考得固定搭配，完整的结构应该是sb be at fault for doing sth.
选项B中That从句作主语，核心结构是That...be said to be at fault.
两个问题：1、缺少for doing sth。2、That从句作be at fault主语，不合逻辑，应该是sb be at fault.
