50.Government officials should rely on their own judgment rather than unquestioningly carry out the will of the people they serve.
Write a response in which you discuss the extent to which you agree or disagree with the recommendation and explain your reasoning for the position you take. In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position.
It is indisputable the people’s will is the very thing being stressed in democratic society, because it is from the people the government gains its authority, as the Chinese famous saying goes, the people are the most important element in a nation; the spirits of the land and the grain are the next; the sovereign is the lightest. However, unquestioningly carry out the will of the people is unrealistic in that the essence of politics lies in the elite politics. Mostly, Plebian do not have the same energy as well as ability to make the right judgments in which cases will likely lead to disastrous consequences if we follow them blindly.
For one thing, the common people do not have enough ways to be well-informed as the governments do. As we concerned, it is never easy for the government to make decisions , in which they must take everything into consideration including economic factors, ethnical principles, political and legal factors and so on, which is far more completely and deep that the common people’s will. Under this circumstance, it’s unwise to carry out the people’s will. Take the purchase of Alaska for example, plebian opposed the decision without considering the cheap price and the possibility of potential resources, and years past, it finally proved to be a coup for American government. Further, many complex problems like international aids to other poor countries and the financial resources used to protect endangered animals may not obtain so much understanding if common people fail to think in politics, in ecology, in comprehensive aspect, which is very likely.
For another, different factions’ will often conflict, which make it impossible to satisfy them all. Obviously, for instance, most company’s purpose at odds with the consumers, for the former one is aimed at high profits, and the later desires low price. How can government in this case intervene the market for both one side’s benefits? Since little fluctuation can cause unpredictable consequence, the government has better leave the question to the function of supply and demand, relying on its own judgment to ahieve the goal of balance of the market. Another example goes the relationship with taxes and people’s unwillingness to pay taxes. Since the taxes is indispensable in providing the welfare, the public services, the defense force and so on to assure the security and stabilization of the country, the government should stick to its judgment to impose proper taxation rather than follow the people’s will.
Unrealistic as the pious obedience to the peoples will is, the government cannot entirely ignore it. Otherwise, the government will become despotic, which is apparent harmful for keeping the efficiency and the public trust. Just like the Stalin and the Chairman Mao, although they are excellent, they enact many wrong policy out of touch with the people. One best way to reconcile the conflict is to take national opinion polls on heated issued as one of the relevant factor when making government decisions. Besides, the process of the government making decisions should be transparent to guarantee the people’s right of supervision.
In sum, I concur the speaker’s argument generally because shortcomings wildly exist in the common people’s judgment. Nevertheless, the government should take people’s will as building blocks to make decision, and by this way we can assure rational democracy.
