The arguer claims that the best way to exama given argument is by test its ability to persuade an dissenter. I agreeinsofar with the efficiency of this way while, this seems universal principlesometime has its inevitable limitation due to the absolute attitude.
To start with, the correctness of a opinioncan be revealed by convincing the opponents， especially in some public affairs. Through the process of debatingand compromising of the adversary the legitimacy of a certain opinion can bebuilt and spread through the public influence they developed. Taking the greatscientist Galileo as example, in the famous Pisa
town experiment he wanted to convinceeveryone that speed of falling objects is determined by gravity rather theweight of objects. In front of the audience Galileo dropped a wood ball and aniron ball from the town and surprisingly, the skeptical audience found thatthese balls differ from each other in weight simultaneously reach the ground.This scientific show perfectly changed people's opinion that they turned tosupport Galileo's conclusion.
However, in modern society where societalaffairs are far more perplexed and entangled than scientific observation, analmost universal argument is difficult to find. In the information explosionage everyone develop his own idea from various pieces of information which fromtotally sources, using one's own experience to convince others is provedfutile. Take the President Obama as the example, the African American presidentannounced a few days ago that he, personally, support gay marriage which hasnot be legal national wide in the States. Born in Hawaii
with a black father and white motherObama is himself a product of the diversity of culture. So the president'ssupport to this marriage is natural and apparent. While some ethnic group,including Muslin, are strongly opposite the pass of legal gay marriage, for thereason that in their religion homosexual relation is forbidden exactly. Perhapsin the future the gay couples in America will enjoy, throughstruggling to get, laws in every states to protect their love, the governmentwill never convince the Muslin group about this proposal.
Maybe apart from persuading the enemy ofthe ideas, a more reasonable and realistic way of testing a argument is throughassessment of the argument's correctness in technological way.  Only by evaluating the factors in carryingout the plan can we find the problems and flaws in detail of the plan. TheApple Company provides a wonderful example. As the leader of cell phoneindustry after its product of IPhone 4 has been made, Apple seldom receivesobjective comments from its consumers. Those apple lovers regard Jobs as theirsecond God and those who hate apple criticize the IPhone as a "gaudytoy" instead of cell phone. Actually the apple company will adopt eitherof their opinion. The leaders of the company will focus on the technologicaldetail in apple products compared with their counterparts of Samsung and Sonycompanies.        

Consequently, testing a argument accordingto its power to refute the enemies is only one way, whereas taking more heed onthe idea technically in details is more close to the essence of proving theargument, that is experiment is the most effective way to shed light on themystery of mechanism in everything.

我觉得第二个理由有点偏，题目主要谈best argument, 而你说即使argument好，也不一定能劝说人。
