我觉得barry说的很对，在此我来补充一下，如果有不对欢迎大家指正
——虽然前面zhima427的回复可以帮到大家明晰选项，但是并没有戳到本质

首先，五个选项可以分为两组
（1）ACD，开头结构都是it costs，其比较对象是to run different plants
（2）BE，开头是the costs of running，其比较对象是costs

我来把A、B选项的第一句话补充完整，大家就可以更好的看到区别了
A While it costs about thesame to run nuclear plants as other types of power plants,
——> to run nuclear plants costs about the same as (to run) other types of power plants

B While the cost of runningnuclear plants is about the same as for other types of power plants,
——> the cost of running n-plants is about the same as (the running costs) for other types ofpower plants


如果从语义来看，我们会发现，这道题想要比较的是cost本身。因为原句想要表达的是：
虽然运营成本基本一样，但是由于投建n-plant的固定成本高，因此n-plant发电总成本高。
因此答案只能集中在B和E中间选。
由于后一句已经省略了cost，那么介词结构for不能省略。

我们再回过头来看OG答案中提到for的问题的地方，应该就会觉得很清晰了：

D The preposition for is redundant in comparing the two objects of run.

E The preposition for is necessary in the comparison of the costs.

不用for的话原句变成cost of running nuclear plants is about the same as other types of power plants，比较对象变成cost of runnng nuclear和 cost of other plants，核工厂的运营成本与其它工厂的成本（可能是收购成本）对比。当用for时，句子变成the cost for other plants，歧义消除。

同样不懂，那个for不是不对称吗？the cost of running unclear plants 怎么和介词短语for other types of power plants对称呢？如果像3楼说的那应该是that of types of  power plants.这不是很好的对称吗？怎么就用for呢？

D和C一样
E前面是cost，后面是types虽然同是名词，但是明显就不可用平行结构。
这样对前半部分的分析就可以判断对错了，只是，cost为什么要省略而用for，我还是比较迷惑的，但是选项没有给of神马的，也没有干扰了~~~

其实A 中的比较是没有问题的。
it costs about the same to run nuclear plants as other types of power plants 这句话中“it” 是 “to run nuclear plants” 的 placeholder； 改写一下就是：To run nuclear plants costs about the same  as other types of power plants。
根据比较句相同VERB可以省略的原则，这句话后半句省略了to run.
完整写法是：To run nuclear plants costs about the same  as( to run) other types of power plants。
而且OG中对D选项的解释也验证了这个说法，OG： The preposition "for" is redundant in comparing the two objects of "run"....所以OG认为 这个结构是 省略“to run”而去比较“to run” 后面的宾语.....


正确选项是在比较 the cost of running plant A 和 the cost for plant B= the cost of running plant B
所以省略了for就变成了 cost 跟 plant的比较； 如果使用that of plant B（买工厂B的花费）那就改变了意思，the cost for plant B（run plant B 的花费）
如果必须要完全一致的话，那应该是  the cost of running nuclear plants is about the same as that of running other types of power plants......`
