想请问。 为什么对于错误选项D，Prep得解释是“making作为非限定性修饰，使得句子表达的是act of Congress只有那么一个，违背常识”？
1）making为什么此处是非限定修饰？标志是什么？（我一直以为只有定语从句which才能引导非限定性修饰的情况的）
2）如果making是非限定性修饰，那么它修饰什么呢？the act么？
3）什么叫做，“使得句子表达的是act of Congress只有那么一个”，这句话我翻来覆去没看懂。。。为什么只有一个不可以呢？还能有什么其他情况呢？
