E的错误在于that引导的应当是一个限制性定语从句，但是实际上这个从句没有限制性定语的意思，最好用which。A答案是这样的，为了避免what潜在的指代歧义，特意加上了to，保持和前面to communal ownership的形式一致，本质上to what xxx这个结构就成了to communal ownership的同位语。
