You can find answers to similar questions on previous posts. Generally it's only true for international applicants who cannot pay an onsite visit to school 'caz Stern normally doesn't offer off-campus interviews in later rounds and hardly admits an applicant without conducting an interview.
Stern admission officer will fly to Beijing each year around late-Feb to mid-March to conduct interview. If you get the invitation, the final admission would be 30% to 50%. No interview, no admission.
