that在限定性定于从句中修饰最近的名词，应该在倒装句中是k office，这个明显与从句中the white house council did not know it existed中的it所指代的不同。所以我个人觉得不是倒装本身有问题，而是用了倒装以后句子的逻辑主语发生了改变。致使句子的逻辑意思产生错误了。
