我读不懂这个句子开头部分。

因为开发7.5英亩海岸的计划，Cleveland成了，位于五大湖，依靠水源提升城市生活质量，依靠水源吸引投资的众多Communities中的一个。

这就话的意思是：五大湖有很多communities 依靠水源做......, 而cleveland 依靠它的海岸开发计划成为了这样一个community.

with 开头表示因果。
