答案是b, 我理解的是complete是及物动词，所以complete it(the army of.....)。我的问题是：如果这里是一个不及物动词，动词后的宾语it 还需要吗？我总觉得加上这个宾语很罗索，因为这里的主语和宾语是同一个东西，（the army of ....took sb st. to do）。
好像og中有一种正确的表达方式是：the bag is too heavy to carry。
