第一个是说  对vacuum cleaner companies ，1987年之后，参加了consultant-led seminars 的公司的收入比没有参加的要低，因此这个讨论会是没有用的

问哪个选项不支持这个结论

然后a是说在1987年之前，收入最高的本来就是1987年之后没有参加讨论会的公司，参加了讨论会的公司可能本来收入就比较低，即使讨论班有积极的作用，他的收入还是比较低的
因此后面的比较是没有意义的

对的，虽然是没提到国外政策，可是不是说是假设哪个对吗？如果没有禁运是不是更能反对呢？我是这么想的。可是答案的意思好像是说即使禁运还是可以低价买进
