In this statement ,the speaker claims that carefully considering the consequences is an indispensible precedure before taking risks. I concedethat it is reasonable for anyone to consider what a certain action will bringabout before they are actaully engaged in a risky activity, but it is only under thecircumstances where the results are predicable. However, in my opinion, even sometimesthe consequences fail to be made known; people still undertake risky action in the hope exploring the least benefit which they can get from unknown results.


Admittedly, it is true that by weighing both the disadvantagesand advantages born from certain action can people put the risky plan intoaction.Apt illustration involves that for a engineer, considering whether the skyscraper has strong enough to resist the natural disaster and what actual economic benefits from theapplication of a skyscraper is a foremost step before building such a high-costarchitect. For a national leader, they should be informed of ramification ofthe war that would potentially influnce their countries. For a chief executiveoffice,it is crucial step for them to reflect what the profit can actually gain andwhat the big losses the company may suffer from making a big investment. Being carefullyconsidered the consequences of  a riskyaction helps people to circumvent the possibility of reckless blunders andmaximize the possible benefits one can predict.

However, what if those consequences fail to be accessible forpeople who by no means should have to take risky action? In this case, those unforeseeableconsequences cannot be regarded as a excusation to bring the risky plans to anend. in the field of science. What the most common situation where  the scientists may probably in is to face thelack of ability to detect the actual overcome of a particular experiment. But suchproblems hardly impede their passion to make an in-depth research. Consider EdwardJenner, the pioneer of smallpox vaccination, lived in the age when the smallpoxis one of the greatest killer. Facing the fact that more and more people diedof infection, Without any knowledge for him to consider the harmful result from his bold action, he bravely inserted pus taken from acowpox pustule  into an incision on the boy's arm only in thehope of finding the cure of this disease.   It ishis determination to conquer this  aliment that supports him toundertake this dangerous experiment. As a result, unless the consequences are estimable,  the courage and the strong belief in the value of a riskyaction may add an real impetus to put the dangerous plan into effect at a particular juncture.

提纲：
我的思路比较局限，题目说只有在考虑后果了之后才能从事风险活动
1.先让步,同意作者观点，生活中很多时候需要考虑后果才能行事，3个例子，建筑师建造摩天大楼要考虑。。国家领导人发动战争的时候要考虑，。。公司CEO搞big investment要考虑

2开始说明自己观点TS：除非后果是predicable，很多时候我们并不能carefully consider后果后再来undertake risky action, 还有别的因素导致人们不得不undertake risky action。举了一个例子，Edward Jenner, 牛痘大肆蔓延欧洲，人心惶惶，再不救人欧洲就要灭了，EJ自己根据推测，把牛痘植入男孩体内，会死会活说不准（risky action)但他必须做这个实验，因为不做，人会死，所以，是他的决心和他对于risky action的信心（有信心这个risky action会造福人）导致了他再看不到可能的consequences的时候，继续从事risky action.

3...然后就不知道怎么发展了。。。。

我找的提纲是：
1.这个建议有一定的合理性。人的本性决定在作出决定采取行动之前，都会预估后果。
2.但这个建议不具有完全的可操作性。因为人无法完全估计行动的后果，即使能够，也是不可靠的。而且，如果为了完全考虑到后果，造成的结果是畏首畏尾，止步不前。
3.可否有更好的办法，降低风险，虽然我们无法预知结果。比如，将行动计划具体到很小的步骤，充分掌握所需的信息等
