对于15题，to create是与to revamp，（to）institute平行的，解析中的to是指to take，这个不定式是表目的的，作用跟in order to一样。
而39题C选项的解释，我觉得是因为不定式既可以作目的状语，又可以作结果状语，这里根据句意是作目的状语，所以最好是加上in order to。

谢谢啦~我已经知道答案了~ 首先我问的OG15不是to creat 那点 而是og关于C选项的解释（og已经说了 to has the sense of in order to ） 然后是我提出的问题 og有一道题（忘了是哪道40之前的好像）已经说了to 前面有逗号的不能表示目的，必须补上in order ^^
