E句问题在于 ... the act of congress made provision...., also establishing...前后不PARALLEL不说，后面的COMMA+V-ING是修饰整个前面的CLAUSE的。然而ESTABLISHING是ACT发出的，而不是THE ACT MADE PROVISION发出的。
