答案是D，请问B选项，先不考虑annually的位置问题，amount of...is twice as much as......这个是可以的嘛？？much不是修饰不可数名词吗？amount不是和increase一样表示数量吗？

amount表数量，是一个数，就是单数。不论of后面的名词是可数还是不可数，谓语动词还是用单数，只是会影响as后面到底是用much还是many的问题，对amount本身没有影响
as+adj+as中，adj用much还是many只跟amount of后面的名词可数性有关

貌似不是只和amount of 后面的词相关，因为the amount of +n.的中心词是amount。。。。是我问的没有意义，前面the amount 本来就不可以as much as is emitted。因此看后面is emitted可以用much，而看前面amount则用great更合适。

LZ，much或者many都是用来修饰amount of后面的中心词的，只跟它的可数性相关
按照你的理解，应该是as much pollutant as that emitted, 这个that是代词，指代pollutent
much在这里是形容词，是描述名词性质的，只与所修饰的名词有关
