A的it不能指代a greater proportion；而且accounted和was并无法表达时态的不同，恰恰相反，两者用了同一个时态－一般过去时；其实，这里的比较可以被看作，the proportion in the campaign of 1992 was greater than (that) in any previous election

比较时态要前后对应, c中的they没有对应指代词, 另外,a greater proportion...是一个名词补充解释说明结构,里面不能有任何的谓语, 所以a也不对

C中they指代的是主句主语costs没错。C错的是动词have been

同理，B选项省略的句子是they did(或they had accounted)
