有人来参与讨论吗？是我的误差吗？看了国外的Ron的解释，只是说这个是出题不严谨哎……………………但是这个是OG上面的一道题啊！！！！！

我愿意讨论。
看第一遍选项，所有都错，比较双方不对等，spending 和rate比。
而后，既然都错，就忽略这个不对等，就选出B。
总的来说，此题非常折磨人，我开始复习GMAT前不知道比较双方不对等这种错法，所以第一次做做对了。
等水平长了，倒是做不出来。

这里讲的比较清楚。
double不仅有“是**两倍”的意思，还是“使**变为两倍/造成两倍的**”的意思。B选项可以理解为，7~9月份的personal spending造成了（本季度）相对于前一季度1.4倍增长的两倍的增长量。
或者说personal spending in the July-September quarter的growth rate在the 1.4 percent growth rate in personal spending for the previous quarter的基础上倍增。

个人认为疑问是由翻译问题造成：

rose 8/10 of 1 percent是说增加8/10个百分点，不是增加0.8%

所以其实是(the growth rate of/in) retail sales增加8/10个百分点

与之对应的personal spending也是指growth rate

so, 究竟主谓宾是什么？Retail sales rose 0.8 of 1 percent in August是主语？那跟intensifying expectations 是什么关系？ ：0 求大神指教

double 这里应该是“使...加倍”的意思，就是personal spending 使得 the 1.4 percent growth rate 加倍，这里的“使”的意味很明显。并不难理解，某种因素使得什么加倍，比如说，今年的经济增长将会使得经济增长率加倍。
more than在这里完全没有比较的意思，修饰double，意思是不仅仅。
所以整体句子是说：零售销售在八月份长了0.8%，（结果是）加强了“第三季度的个人消费将不仅仅使上个季度个人消费1.4%的增长率”加倍的预期。

There is no comparison between " personal spending" and "growth rate". Please refer to my post just above yours:

The subject for the verb "double" is " personal spending". The conveyed meaning is that the personal spending in July-September quarter would be so high that growth rate of personal spensing would be more than 2.8% (i.e. July-September quarter's growth rate > previous quarter's growth rate x 2).

Analogically, say my salary in 2015 was 100 and that in 2016 is 110 (increase of 10%). In 2017 I would get a salary of 133.1 (increase of 21%). Thus my salary in 2017 would more than double the 10% growth rate in my salary for the last year
