我总觉得a是正确选项，理解是：美加的一份1972协议，减少了之前各区允许排入大湖的磷酸盐数量。谁能把我讲明白，a到底为什么不对？！d为啥对？

首先过去完成式表示一种比较，常跟一般完成时态连用，原文里并没有与现在完成时态的比较 所以不能用过去完成时态 排除了A B
2.现在完成时态用的时候要有明显的时间标志词 例如since....  within／over the last／past／recent x years
3 这里是指一个agreement 是一个客观事实 所以要用一般现在时态
4E选项allow for dumping by municipalities 这样用意思不对 akward

其实这是句意问题。如果明白了作者 的意思，就容易作了。
它的本意是：现在我们被允许倒的量是1972年定下来得。That's why choice D is right.
Choice A is wrong because we can not reduced the amount that had already been discharged unless we go back into the river and look for the wastes.

我觉得其实这道题用语法来选择正确答案更好一些哦。。如果用句义来理解也没有错 但是你不觉得在考试的时候 那么有限的时间里要彻底理解这句话的意思其实很困难吗？所以我认为gmat 语法应该将句义与语法技巧相结合

我也不是很理解，had been allowed to dump不应该理解成被允许倾倒的量吗，既然政府在1972年要减少这个的量，那肯定是减少之前被允许倒的量。如果用现在时，那不是表示减少的这个量是现在的量，不符合逻辑啊...

我觉得我肯定有哪点想错了，求教
