我自己的理解
1. 这里"become"是action verb，因为强调这个动作, 从not be到be这个动作.
这个我不知道怎么从语法上解释，就是靠感觉（我又想说dicision-making靠limbic brain）。比如你朗读一下Ron给的句子：
I am so ugly as to be viscerally repulsive to women.
我会按以下节奏和重音去读：
I am sooooo ugly as-to-be viscerally repulsive to women
粗体表示重读，灰色表示弱读，就说这里"as to be"是很弱的，一带而过的，这句话就读起来非常顺。
而假如我读这个句子
I am so ugly as to repel women.  (WRONG)
我不得不重读"repel"来强调这个动作，但这样一来，整个"so .... as to"的节奏就被破坏了，就很不协调:
I am sooooo ugly as to repel women.
就说"so ... as to"有其特定的韵律，而Ron讲的，如果这后面是描述状态，那么恰好我不用强调"be"，不用强调"constitute"(yiayia给的例子），就很协调。
而如果以上句子，我把be换成become，就不协调了，因为become是强调一个动作，从not be到be这个动作，我不能弱读become，所以就不能用不协调的"so ... as to become".

2. 也许如下解释你更能接受：
原句里"it has become"有意思的啊，同学。英文的时态不是摆设，时态是表达含义的。verb tense is meaningful.
而你如果选C, "so debilitating is it as to become an economic"，原句的present perfect的意思就丢掉了啊！
What's worse -
In C, the infinitive "to become" is associated with simple present tense ("is it"), and thus describes an action supposed to happen in the near future. Just think about a simple example, "I have a book to read", here you mean you will read this book in the future.
Therefore, C changes the original meaning. Because the original meaning makes logical sense, this change in meaning is unacceptable.

其实以上两点，我觉得是统一的。
这题原句里的"become"，不单单是个action verb，强调从not be到be这个过程，而且其时态还表达了含义的。因此，C错。

我认为become是action verb，我不太懂linking verb的语法术语，但我觉得就是从意思上去理解，become强调的是从不是到是的一个变化过程，所以体现了action. 你举的例子里, constitute没有体现一个动作，仅仅是体现了一个状态(as a part of a whole). 在我的理解里，appear/consist这些应该不算action verb，就是因为没有体现action.

另外become不是action verb（不知道是不是我们常说的及物，不及物动词）吧，also describes a state/condition,属于linking verb(连系动词)

RON的说法挺认可的：

so unrealistic as to constitute[相当于be ]
so unrealistic they constituted
so unrealistic that they have constituted
unrealistic enough so that they constitute（A）
unrealistic enough so as to constitute

constitute可以做linking verb，也可以做transitive verb，在本题是linking verb.
[linking verb, not in progressive] to be considered to be something　Failing to complete the work constitutes a breach of the employment contract.　The rise in crime constitutes a threat to society.

baby姐你给的连接里面说C的问题是在于不应当使用倒装，他强调的是so X as to Y中的X应当是adj/adv，而C中使用到装的话就相当于插入了一个clause。
而yiayia说的是因为是代词，所以使用部分倒装，说法不太一样。
我的疑问是1.yiayia说的因为是代词所以部分倒装这个原则，是适用于一般的倒装么？2.按照这个连接中的说法，那么我们是否就可以理解为so x as to y这个表达方式就不能使用倒装了，因为一倒装的话就会把主语谓语插入到so 与as to之间？3.....那个链接中的christiancryan是Ron大神？？
