why? 我就是根据完成时态来排除的。从句子意思来看，这是发生在过去的事情，没有必要用现在完成时表示迄今为止的含义.

B中除了完成时态错误以外（现在完成时可以表示过去发生的事情，和一般过去时互换，但是只是在事情发生的时间不确定的情况下），B中意思变成了three separate sewer systems在1876 和 1904 去服务于手都波士顿，曲解了题目的原意，原文中的 between 1876 and 1904 是修饰the construction的；由此可以引申在改错中经常出现的修饰语位置变换所产生的句意改变的问题，非常多，一定要注意修饰语和被修饰对象，这就是为什么通常要求修饰语紧跟被修饰对象而不能轻易变换位置，当然关键还要看逻辑意思表达的合理性！
