这道题答案是D,我看了很多这道题的讨论,大家的纠结点都集中在A和D。。  而我选的E
首先A得错误很明显 AND SPEND 和前面一连明显就错误了。 而E 我觉得从逻辑的角度来看requiring doctors to see more patients and spending 做伴随用来修饰 stricter limits   比D中
impose stricter limits on medical services and require doctors to see more patients   这样并列更要合理

E中requiring这个状态伴随impose多别扭啊,而且requiring doctors to see more patients and spending如果并列的话,也应该是spend, require管see 和spend
D的话,spending伴随see就自然许多啦

require和impose的主语时plans,而see的主语时doctor,层次是不是就明显了呢
