我觉得,C中的including Norway, Mexico, and Russia修饰了the output of non-OPEC nations,所以应该排除.

The helping verbs would and should never go into the if part of the sentence.

所以可以确定， only if 后面不用虚拟语气，，，，这就是主句用将来时，从句用一般现在时
