为什么选c不选E，感觉应该和 changes in administration 并列呀？

这个就是简洁，另外E中两个成分不会并列，因为help是动词，而despite是介词。

总结一下help的用法就能解决这题了。。

help sb.

help sb (to) do

help (to) do

help (sb.) with sth.

be helpful in doing sth.

由此看来，help不能直接跟名词的！
