但是我不是很明白d选项中的动词在哪里， 是more than doubling 作为动词么？

没有动词   more than doubling是现在分词修饰前面的personal spending.
D选项的结构式 expection of personal spending more than doubling  
正确选项B就可以看出 more than double是动词，D只是改成分词了。
像这一类expection最好后面跟that从句，表达更为清晰，而不是跟介词。

顺便还有一个问题，整个句子前半部分貌似就已经是一个完整的句子了，后面的那部分和前面部分是什么样的关系呢，还有intensifying在这个地方是adj.吧？

是adv,修饰整个句子，可以理解为前面句子引起的结果。
这个用法最常见吧~
eg.Crime has decreased, leading to...这一类的

是副词啊，我一直把这种修饰前一个分句的动名词的词性搞不清楚, 学习了~谢过~
