1. regard sth as..  as后要接名词性质的东西 这里extend是动词，我们不能说the extending（complex gerund）因为这无论在意义和形式上都是名词，要用extending（simple gerund)，在形式上是名词，意义上还是动词。这里extend还是主要表达一个动作，不是一个名词意义。
2. have是一个实意动词，could是情态动词，do代的就是have作为实意动词

我个人认为，这句话的句子结构是The guiding principles of the tax plan ... could do greater ... than do the particulars of the plan.
这是两个并列主语的比较，如果不把动词补上的话，就会给人一种比较宾语的错觉，所以最好是补上动词，只有在没有宾语的情况下可以省略动词，即没有significance作宾语。
