D选项这个正确答案没争议，对句子的结构不是很懂，immigrant引导的是主句，because of做的是状语+个名字law。。
搜索帖子说passed 和making都是做限定成分修饰law。。这里就是我不解的地方，为什么passed和making之间不用加and么？感觉单纯就读起来非常怪异求NN门打救

这里passed和making不是并列关系，而且都是修饰词并不是两个句子并列，可以不用and。

但正常情况下应该用and更对仗吧？个人感觉这个正确选项读起来真的很怪

我说可以不用and是因为不用and没有错，gmat只是选最佳选项，不是选绝对正确选项啊。。。。。

我觉得这里不用and更好点，because of 的重点在于making修饰的内容，说明了Law的内容，而passed in 1997在逻辑上不够和making达到同等的重量级别，making在这里即使不加and也能够很清楚的判断出是修饰law的，但是，这题加了个and进去，肯定不算错
