"what little sb./sth. + v." is kind of an idiomatic expression, a subject clause.
E.g., "What little I know about Mars comes from movies." Meaning: "I know little about Mars, and my limited knowledge about Mars comes from movies."
So, A is right: "Today what little fossil ivory remains comes from Alaska." Meaning: "Today little fossil ivory remains [remain as a verb here], and such remaining fossil ivory comes from Alaska."
