What kind of Financial aid are available for Chinese people?

when (in which phase of the whole admission process) should applicants apply the financial aid?

It depends. Many schools provide some sort of merit based financial aid for international students. You don't need to submit anything other than your application package to apply for them. Some schools provide special financial aids, such as financial aid for entrepreneur students. Our CD member Alberdu got such a financial aid from Darden this year.
