答案就是A，原句。解释说if从句是虚拟，所以用过去时态，可是为啥主句没有would/could/might啊？？

这是if条件状语复合句，关于IF虚拟语气的用法不是一种，要看情况的
这里涉及到法律，肯定是现在时啦~~
