应该说the railroad employees的表达在口语中可能是可以理解的，但在书面语中两个名词的结构会有些不清楚，到底railroad和employees是什么关系呢？句子想要表达的一般都是所属格关系，所以通常我们用两种方式来解决，一种是A's B表达所属关系，另一种是B of A来表达，而A's B更多地使用在当A表达有生命的东西，而B of A通常是A没有生命。

这个地方千万不要钻牛角尖，再觉得E的分词有修饰歧义。是的，E的分词修饰语requested last July在语法上可以指向wages或中心词increase，但是语义上只能指向中心词increase。所以E是没有问题的。而D语法上只有一个不合逻辑的指向，所以D是错的。

语法上是既要细心，又不要钻牛角尖。GMAT不是考英语水平，而主要是用来考英语没有任何问题的美国人的能力的。GMAT的题目主要是迷惑英语水平高的人的。我的观点可能有些偏颇，但是我还是觉得我们既要用语法上的知识点，又要用合理的推断而不拘泥于一些语法上的教条。

说实在的这种修饰关系让我很迷惑，n+介词短语+修饰语/从句。修饰语或从句的指向到底该如何确认呢，是就近修饰介词短语中的宾语，还是隔离修饰中心词n。

OG的解释： In choice C, ... it is not clear whether added to the increase is supposed to modify program or benefits.

在这里，名词词组 n1 of n2+ 修饰语。在这里名词词组中心词是n1, 那后面的修饰语是按逻辑来判断指向n1或n2呢，还是理解为隔离修饰n1抑或就近修饰n2。从OG意思看，这里并没有唯一原则来判断，所以说是not clear吧！

关于N1 of N2, which的这种修饰手法，OG确实没有定论说是应该修饰N1还是N2，所以一律就说为not clear.

但是小弟这有一个小问题：

就是像大全57, increase in hourly wages that，那么如果没有记错的话，OG也有其它题指出是就近修饰名词的，在本句中就是wages的~

但一般来说，怎么作解？而同时，关于railway employees的修饰不清，OG中也是有类似的，OG非要用N1's N2 或者N2 of N1来表达...
