A:"now"与句首的“today's”意思重复。than后面缺少比较的对象。their的指代不清楚。

B：“they”指代的是small cars，现在生产的small cars 怎么能 were at any time？their 指代也不清楚。同类产品，但非本身的代词替代不能用it 或是 they,只能用one ,that,those等等。

D,E错在修饰歧义。

我觉得答案应该是 small cars more fuel-efficient than those at any other time in ,可能当时输入有误。

C 简化是说 make sth. than sth; 但意思上应该是make sth. more fuel-efficient than sth.

A和B好像是将现在的车和这些车在过去比；同一辆车不能同时在现在和过去，逻辑意义上有问题

E和D修饰有歧义

一个新问题：any other time和in history怪怪的，既然是today，就已经和history区分开了，为什么还要加上other呢？

more fuel-efficient small cars 表示more cars 还是 more fuel-efficient, 有歧义.
Small cars that are more fuel-efficient 清楚明白表示是more fuel-efficient, 和cars没关系.
GMAT 中有固定原则 adj.+n. > n. that be adj. 但是牵涉到more的用法, 此规则有例外.
记得薰衣草有一篇关于more/less之陷阱的文章里就提到过这个问题.
