正文 Unemployment is enforced idleness of wageearners who are able and willing to work but cannot find jobs. Changes intechnologies and in the demand for certain services are among the causes ofunemployment. While workers, employers and the government should share theresponsibilities, employers and the government ought to take more. Admittedly, I agree that individual workerscould, or at least try to, adapt themselves to this situation by learning newtechnologies or finding jobs in other services, and it actually works under thelow unemployment rate circumstance. But when unemployment rate continuallyrises, this situation becomes a serious social problem that nobody could dealwith alone. Technological developments necessitate new skills in manyindustries, leaving those workers who have outdated skills without a job. Aplant in a declining industry may close down or move to another area, throwingout of work those employees who are unable or unwilling to move. On the other hand,even highly trained workers can be unemployed; this happened in the U.S.in theearly 1970s, for example, when the large number of graduates with doctoraldegrees in physics and mathematics exceeded the number of jobs available inthose fields. Just like somebody says: "A lot of fellows nowadays have aB.A., M.D., or even Ph.D. Unfortunately, they just don't have a J.O.B." So, when we deal with unemployment as asocial problem, employees and the government should both take inevitableresponsibility for those employers who lost their jobs due to changes intechnologies and demand for certain services. Akio Morita, Cofounder of SONYcooperation, once said: "Recession isn't the fault of the workers. If wetake the risk of hiring them, we have to take the responsibility forthem." That is actually a long-run strategy for most businesses in theworld. At last, the most important role inunemployment world, the government should makes effort to alleviateunemployment. Among all methods, offering public works or social program,setting up comprehensive social-insurance system, and enacting various lawsaiming at reviving business and industrial activities actually do result in asubstantial improvement in economic condition and a decline in unemployment.After the Great Depression and World War II, U.S. government took a series ofsteps to revive economic, which include alleviating unemployment, making U.S.the most developed country in the world up to the present day. In brief, no matter what is the cause,unemployment is a social problem. Therefore, employees and the governmentshould take the responsibility and make systematic approaches to deal withunemployment, while we, the employees, should try our best to live a betterlife. |
