答案是D，但我觉得应该是E吧？
就是排除了有些本地人已经过了65岁但没有马上申请，等到1991年才申请的可能性。
按照D的说法，搬来的65岁或以上老人都有卡了啊，那就不用申请了，就不能解释申请人超过3000了。

我觉得逻辑题就是要跟他给你的内容有关。文中提到了M 自然往这个答案上找啊。
题目说的是assumption。所以假设就是都申请了，所以就多了。

感觉不对啊。。。如果搬进去1000人，只有550申请了，那就算D不满足，结论不是还是成立的么？

我觉得应该是E哎 因为D就算不成立文中结论还是没问题啊。。。。
E的话就是说有些已经超过65岁但是之前没登记的人今年才登记的话也会增加申请人数 从而weaken 有人移入的结论吧。。。。
