偶搜遍了坛子里关于此题的帖子，都没有结论的说。

同时，LONGMAN里所有的例句没有一个COST是由人发出的，请见：

我记得白勇语法里写过COST的主语不能是人的

cost主语的却不能是人，我们只能说sb spend ... on, 或者sth cost us ..。我在longman和collins词典也都没查到这样的用法。
