个人感觉这里how one determine close theories是疑问代词引导的从句做主语。谓语动词应该是is .然后这里给我感觉这句话的完整结构应该是how one determine close theories（which are )approximate the truth is the day to day business of science. approminate the truth 修饰theories的。
