这里不多余，as low as后面需要补出一个名词作为比较的对象，what引导了一个名词性从句，所以不能省。

我在做这题的时候有两个思维

1.       than in any month since October 1987 & than in any other month since October 1987, 我采用了前面一个, 因为我认为每年的July是不同的月, 如果用any other month 是不是把July当作一个群体,而变成’比除了七月以外的月份多??”

2.       what 用起来感觉很多余,记的og有一题好象说, the XXX is more than expected..?

根据这两个考量, 我选了D

1. 一般来说都是有other的。你的想法有点偏了，下面这道题能够帮助你正确理解这个结构。

Local residents claim that San Antonio, Texas, has more good Mexican American restaurants than any city does in the United States.

(A) any city does

(B) does any other city

(C) other cities do

(D) any city（B）

(E) other cities

2. than expected是可以的，估计than estimated也是可以的。但这是固定结构，中间不能有任何插入成分。否则，就需要补全比较的结构。

1than可以当成“than what”用，as ...as结构没有这个功能，所以不能省what；

2 july比19**年10月以来的任何其他月份都多：只用any等于说july比自己也多，不合逻辑，加上other把自己排除掉。

我也发现了这个问题，只能根据OG里的两个题来判断了，这两题都是：as many as 后可省略主语，（其主语都是人）而谓语、宾语等却完整。
