我觉得从句意上看，Ｄ更合理

that it hampers the ability of some children to distinguish discrete sounds ，and　results in not making ...

hampers和results平行，都是it的谓语．说明it既hampers　了能力，又results　不能．．．．．

想不通，请大家指正
