A项可能会有个逻辑歧义:deal with的动作发出者可能会有混淆.

Sulfur dioxide .... diminishes blah ability to deal with all other pollutants.

C项因为用了in, 所以产生不了这种歧义---在目前的语序情况下.把in 换成by那么就会同上面一句一样了.
