我觉得得从全题整体意义上来考虑，首先这道题是在讨论一个movement，所以这里的voter呢就是指vote了这个movement的人，这些人既然vote了这个movement，那就说明他们都agree他们的支持，那就是there is waste in government and that the government
as a whole spends beyond its means。所以这里的much就只能是修饰这些voters的agree的程度，不能修饰voters，不能说大部分支持者支持，这样逻辑上不同，既然他们是支持者，那就肯定都支持，否则就不叫支持者了。。。不知道说明白没

还有一点就是根据语感来解释，读一读however much the US voters may agree。。。。这句就能有种语感，may是用来强调much，就可以想象如果这是电视里新闻播报员在读这段文字一样，那个播报员肯定会强调一下“may“，来呼应”much“。。。就好像中文说：无论美国支持者有多么赞同。。。这里的“多么”就明显是在形容“赞同的”。。。。就是一种语感吧。。。我觉得其实很多时候，虽然GMAT不考听力口语，但是平时大家也可以多听听外国英文新闻，这样可以培养一种语感。因为很多时候，GMAT里的文章其实都是很贴近生活的，就跟新闻里播报的文字一样。有时候其实你在做题的时候悄悄的把题读出来就能给自己留一个很好的语感。
